Verification of sign in stamp paper

My brother left the old stamp paper of Rs.100/- & sign at bothe the side of stamp paper & typed the will but not notorised.

stamp paper has two witnesses..

where to verify the signature as Bank now refused to verify the signature of the dead person.

Can any one suggest or help me as where to verify the signature.
