Aadhaar issue :: contempt of court

If Aadhaar is not mandatory and that the Govt is in contempt of court, then why is the Supreme Court not isá¹£uing a final verdict on the issue?

Can't the Govt (Primeminister/Cabinet) be penalized if they are in contempt of court?

The issue is not simple as you suggest.

Your question, "why is the Supreme Court not isá¹£uing a final verdict on the issue?" can be replied only by the Supreme Court. You may ask through RTI.
