Definitely. I dont think the amount of fine is revised since 1860. The amounts are so low that one doesnt even feel that he is penalised.

Eventhough fine is the slightest form of punishment as per Section 53 of IPC, many of the grave crimes have fine punishment were amount is not specified (unlimited).
The judge can use his discretionary power to set the amount of fine to a reasonable extent as per Section 63 of IPC.
Section 63. Amount of fine
Where no sum is expressed to which a fine may extend, the amount of fine to which the offender is liable is unlimited, but shall not be excessive.

Devaluation of rupee is hundreds of times. You will find that in old Acs, at many places, fee and duty is mentioned in annas and paise.
After all government needs money. Well, not for development. UPA Government in 5 years spent 400 crores on travel of its Ministers alone.
