Copytight doubt

can copyright complaint should made by copyright owner only?

police or any other law could not directly take action knowing its clear infringement?

Your wife is still not leaving you inspite of court separating you by decreeing divorce.  Now where did this copyright issue crop up?  Please give full facts of case instead of trying to set question paper.
