Buying panchyat approved land with oc but not approved by bmrda/bda/dtcp

Hi Sir, I am planning to buy a property/land in Bangalore. As per stated by builder, the property belongs to Gram Panchayat and approved by the same. but the land is not DC converted neither approved by BMRDA/BDA/DTCP. The builder told that he is ready to give me all other documents i.e. including NOC, OC, Katthaa Survey number, EC etc.. The Gram Panchayat land is of approx 6.5 acre with 6 survey numbers (i.e. 1 survey number for 1 Acre) So No DC conversion is required because DC conversion is required for Gram Panchayat land only when it is more than one Acre. And he also told me that it is a non agricultural land because of above reasons. So is it safe to buy the that land. Please help me out because I belong to a very middle class family but want to do something to secure my family future. Regards Anurag Raj
