Certified copies of a will

The executor of a will with multiple beneficiaries claims that no action can be taken until ALL the beneficiaries visit the office of the executor and collect certified copies of the will. Some of the beneficiaries are abroad, and collecting the certified copy will cost more then their share of the inheritance! Is the executor (a law firm) entitled to make such a claim?
