Is tenth schedule travelling on stilts dream?

From the ongoing political scenario in the country, it appears that the Tenth schedule has failed to achieve it's object and has become a Law like Liquor prohibitions in the state. Take the case of Arunachal Pradesh where the Speaker was acting like as if there was no tomorrow and when he himself was removed from the chair he had the audacity to disqualified the rebels MLAs. Whereas, in the case of Talasani Srinivas Yadav resigned from his original political party to become a Minister in another ruling party and Speaker, like the sleeping beauty: slept over his due responsibility, after all the said MLA was giving strength to his ruling party, while the Governor administered oath to him on the advise of  the chief minister and continues to be Minister from December 2014, till today without even facing the lectorate. What is strange is that the High Court says that they are helpless unless the Speaker gave the final ruling. Yet, in Rajendra Singh Rana case the Speker replied that the matter is in the High Court and will act only after the High Court disposed off the writ petition. This shows that there is glaring failure on the part of Consitutional functionaries to protect and uphold the Constitution rendering the Tenth schedule a total failure. Our Constitution is evolving but as long as our Constitutional functionaries fails to protect and uphold the Constitution No Laws can save our Democracy. as such the tenth schedule should be scrapped and goes back to Gaya Ram Aya Ram era.

Every aspect that is jdiciary, legislative,executive. If any of them stop working then you can say there is failure.

Other wise you can state the reasons and solution for strengthing 10th schedule.
