Decree holder

Hi Legal Team,

Is it possible to declare defendant as a decree holder in declaration suit, when plaintiff files false declaration suit and fails to proves his possession in the suit schedule property and defendant has documents, like electricity bill & revenue documents in his name,  which shows his possession in the property.

If yes, what will be the procedure ?

Pls advice.
