Service matter

I will briefly explain u my requirements. A Govt Organisation called (Dept of Health & Family welfare) applications for the post of accountant in sept 2008. Conducted exams on 01.03.2009 Results were announced on 28.03.2009 Subsequently appointment letters issued on 29.03.2009. Last date to report to duty was on 29.04.2009. Before we could join to the post. Govt Office issued stay letter on 06.04.2009 "stating that your appointment is stayed until further orders". Again They issued one more letter dated 13.04.2009. "Stating that entire procudure of appointment of accountant has been cancelled". This all happened before the due date to report to duty. Than applicants filled 3 different cases before CAT requesting to quash the letters issued on 06.04.2009 n 13.04.2009. CAT issued orders in our favour of applicants on Dec 2011. In high court also case was in applicants favour on dec 2013. In supreme court also order was in our favour. Now Applicants have joined the duty without getting back the service and pay. Please provide any court order regarding directing the Govt organisation to provide the service from retrospective date n pay.

Supreme court did not specified anything about order, It just uphold the orders of CAT.
