UGC says 100 percent aided but employeremployer.. ...

A university which is declared by the ugc 100 percent Aided(Funded). But university says to some of their employees that it has some Self financed faculty also and issued appointment letter stating the same but use words "The rules of the University will be applicable in service ". Further they have drawn some rules privately on 2009 for some faculty personnel and after that started issuing appointment letters stating "Rules for self financed department will be applicable during service "...Though they have no right to establish separate colleges as per Law and MOU with MHRD and ugc. In so called self financed faculty the appointed Deans are withdrawing their salaries from UGC and the appointing authority of all employees is the Registrar of said University who is also appointed/approved by UGC...Several employees had been transferred time to time from the so called Self Financed faculties to all other departments on entire university. So the question arises here that... Are they legally declare to employees that they have some Self financed faculty while UGC /AICTE declared them 100 percent aided University with granting no permission to start separate colleges or faculties and no colleges and also in that case when once UGC suspended their grant they refuse to release salary of all departments including so called self financed faculty also. Than how they claim that they are running Self financed faculties ...is something exists above 100 percent acceptable in the eye of the Law the. Team appointed by UGC or AICTE or MHRD always visits all departments and never highlights any department self financed in their respective reports submitted to Supreme Court or MHRD or UGC or AICTE .Plz answer

Submit the reports of UGC and appointment letters to UGC and ask them to pass a decision.
