Passport enquiry

Sir/madam I have few queries 1) What is minimum value of non judicial stamp paper that can be used in annexure 'I' pertaining to application for passport issue? 2) a) Documents for proof of address have old address on it, i.e ration card, statement of bank a/c, voter id & adhar card on my name. b)Electricity bill and gas connection slip is on name of my parent for the present address, Could these be used for passport application? If yes or no, than how to go about it? We r been staying at these place for last 15 months and all outgoing expenses bills r on name of my parents Please give a suitable reply.
