2 Toll tax within 30 Kms over national highways

Karnal and panipat two important cities of haryana and very well connected by road and rail. They are just 35 kms away and in between 2 toll tax lies. One is 17 kms from Karnal towards panipat and other is 4 kms from panipat towards karnal so both toll tax lies in a range of 14-15 kms. As both are associated with different projects. One is Delhi panipat project done by L&T and other is Panipat Jalandhar Soma Isolux. My concern is why these two city people have to pay such a huge amount of toll tax? Is there anyway we can legally fight against it?
