Please advice me

My issue is my neighbour last 3 year using our land as a garbage where we are living. They are continuously passing their dirty useless water in our land.they does not make a proper drainage system as well as not creared a storage for reservation of those water. When we give objection they dont give respond.we have sought the matter to local municipality but nothing resolved till date. Mosquitos are getting their heaven, dirty smells are creating us unhappy and unhealthy. What I do? where I go for my justice? I am realy living in a very bad condition just becoz my neghibour. Plese help me...
