Rights of tenant in pagdi buidling

Hi,

I wanted to know what is the right of tenant in padgi building whose house is currently inoperative since last couple (3-6) years as family has shifted to new home , however continues to hold the padgi house and keeps getting all the key communication (Letters /Correspondence) at the old  home. The padgi house is semi operative ie family keeps visiting the home atleast twice a  week for collecting documents  , reading books and moving goods(Utensils / Home items) in and out  which is approximately  around 4-9 hrs of time spend  per week in the home.

There is a change of Landlord recently and he continues to question the tenant and is forcing to give up the property as he is planning re-development . Hence what is tenant rights in this case to safeguard his property as he is holding the home since last 30 years. What should he do to ensure landlord do not tag the property as unused and forces the tenant to vacate or give the title of home back to new landlord. Officially there is no written communication received from old landlord about ttransfer of rights to new landlord,  neither has the new landlord given any written communication to existing tenant  about  he officially takinng over the property ,  seek legal re-course and help to safeguard the rights of tenant who has lived in the padgi home for almost 23 years and now since  last few yeards has moved to new home, what steps or precautions they need to take for house to be declared  as vacant and any legal remedy for them to safeguard themself.
