Adoption deed attested by the court

Hi,

The passport website mentions the list of documents required for adopted children. One of the documents is the following:

Document Number: 8032

Document Name: Valid adoption deed with photo of the child duly attested by the Court (in the case of Christians, Muslims and Parsis, a court decree/ order granting adoption/ guardianship and allowing the child to be taken out of the Country)

The question is how to obtain such a document? Who issues that?
