Builder sold area in excess of sanctioned

It is now the 3rd year since I purchased and paid for flat from Chowgule Real Estate Developers P. Ltd., Panjim, Goa.

The builder has sold and charged for an area which is in excess of what is in sanctioned plans and in Occupancy Cirtificate by way of Super Built-up area.  Could this be termed as cheating under IPC?

(My thinking is that there is no such word or phrase as Super built-up in english,  legal, architecture or in civil engineering dictionaries and, therefore it is fraudelent.  There is such word as Super kilogram or Super kilometer .... so could someone legally sell and charge for a Super kilogram or kilometer?)
