Partnership deed - removing partner

Hello All,

                   I am having partnership firm with 3 partners registered each having 33% stake, now one of my partner left & we need to update the partnership deed with 2 names having both of partners to be updated & the problem is our third partner has left us & not willing to sign anything so how we can update the deed in absense of him & make a new deed with 2 partners in the same company? Please help me.
