Promotion in central excise reg

Sir I am working as Tax Asst in central excise dept. I didn't write confirmation exam and subsequently promotion exam to the grade of STA since the ic was not received in my commissionerate. Now bcz of this I lost my promotion for no fault of mine while my juniors got promotion from other commissionerate. Now I passed both exams can I get promotion from retrospective date and placed above my juniors by conduct of review DPC as it was purely not my fault. Please help Note I didn't pass exams when the DPC was held
