Registration of "agreement for sale"

Registration of "agreement for sale".  

What is the relief available to the innocent buyer when the vendor does not cooperate for the Registration of "agreement for sale" after receiving the earnest money and additional money towards settling the existing lessees to deliver vacant possession. The age of the agreement is also two months which is less the stipulated time period of 4 months prescribed for the Registering of an "agreement for sale" in Tamilnadu. The buyer is ready and willing to fulfil his part of the agreement.

1)Whether the buyer is entitled for relief under suit for specific performance? 

2)Whether the buyer can readily move for registration of sale deed instead of Registration of "agreement for sale"?

3)What is the course of action the buyer has to adopt in the present scenario consequent upon the verdict, the Honourable supreme court of India has delivered in S.Kaladevi vs V.R.Somasundaram, AIR 2010 SC 1654 and M/s Suraj Lamp & Industries Vs. State of Haryana, decided on 11th October 2011.
