Please Provide me an update with the following information.
1. Can a govenrment department penalise a person for violation of a service which the department itself has lagged in providing properly.?
Eg: In Hyderabad, the Traffic police rampantly penalises vehicles for parking in the name of illegal parking even thought they are parked properly in the sidelanes. At the same time more that 80% of the roads have no provisions for dedicate parking. Shouldn't the Traffic police and the administration first ensure proper provision of the parking spaces and then penalise for violation of the parking space ?
