Decree and comtempt case

a suit for succession certificate was filed in Delhi High Court. Both the parties agreed that the matter should be refered to the decision (not arbitration) of some person. The person gave his decision on many matters including the matter in suit. The decision was approved by the Honarable high court. No decree was taken at that time.

The other party is not following the judgement and i would like to file contempt petition. I have been advised that contempt will be heard only when decree is taken. Is it true and do i have to take decree on all matter covered by the decision or the matters part of the suit.

Your opinion in this matter will help me.
