neighbour creating problem

Hi..a neighbour is creating problem for us by leaving/flowing his kitchen water outside due to which it has been accumulated in front of our gate and boundary wall and it is stinking. On talking to him, he fights and say bad words to my parents and scares us to put us in jail since he is an ex policeman. Please help me what should i do.
