Stateless indian

I am contacting you on behalf of a friend who is stateless in the Kingdom of Bahrain. This details are as follow: Origin : Indian Documentation: 

1) Birth Certificate of my father

2) Marriage Certificate of my parents

3) Passport copy of my cousin (for reference)

4) My School Leaving Certificate

5) My Baptismal Certificate

6) CPR of my late father

7)Passport of Mother and sister.

Case: The person parents applied for and received Bahraini citizenship. However, before the issuance of the Baharini passport the father passed away. (Death Certificate available) Apparently, this made null and void the chance of the the dependents being issued a Bahrain or Indian passport. The death certificate of the parent has not helped initiate a naturalization process either from Bahrain or India. During the Amnesty period a few years ago the person traveled with their mother and sibling. Unfortunately, he was turned back but his family traveled on to India where they now have status as a citizens and documentary proof thereof. All aid from the Indian or Bahrain consulates are not forthcoming. Please advise if you can direct us to the right channels whether in Bahrain or India.
