If any perosn anticipate arrest by police and that he believes he is wrogly implicated he can move a petition for anitcipatory bail - But if the person is already arrested he needs to apply for regular bail.  A person is not necessarily need to be arrested for applying bail. Hope u got it.  In other words physical arrest is not a precondition for applying bail.

 Surrender and then aply for regular bail, in case of warrant is been issued .more over Anticipatory bail is filed before the arrest or surrender. is there any method to avoid surrender in case of regular bail not the anticipatory bail

 it depends up[n the stage and complaint nature, try AB nothing wrong, IT IS A FUNDAMENTAL RIGHT.

Until & unless a person is arrested he cannot file application for bail. bail is release from custody.
