Withdrawal of criminal cases

Dear respected members, 

My friend wants to withdraw cheque bounce case. The accused is willing to withdraw the cheating case filed against me. We arrived at settlement amoun d. How do we move forward? A trust worthy neutral person or mediation cell to conclude settlement?
