Property agreement of sale

After the agreed amount is paid, the builder is ready to sign an agreement of sale. However, he is insisting on

two agreements  - both same but 'original' one for buyer and one for seller.

Is this legal?? Also which one is considered 'truly original'?

Normally the original is with the buyer and the seller keeps a copy.

Thanks
