Legal action against land lord

I made a notarized agreement with my land lord for 11 months. After 11 months i vacated the flat. When i handed over the flat keys, the land lord promised me that he would return the deposit of 30k after a few days. Now he is not returning my deposit saying that i need to pay for society maintenance cost, lift/stare case usage etc. These dues are not part of my agreement neither agreed between us verbally. can i take any legal action against him?

Mr. Panihrahi, what your heart says, is the landlord unreasonable, if society, water, electricity and amenity charges not paid for the period of your stay.
