Domicile certificate

I have domicile certificate. My daughter's birthplace is NOT India. However, she has been staying and studying in Mumbai from last 14 years. Her age is 17 years. Is she eligible to get Domicile certificate ?

Yes, She is studying in Mumbai for last 14 years she is eligible for domicile certificate.

Domicile certificates are issued by concerned state.
