Property transfer

Hello,

I want to transfer the Residence House Property to my brother through Gift, What is the process for the same. We are from Gujarat. What is Stamp duty & other legal charges for same ? Can I transfer through Power of Attony ?Please advice best & easy way.

Sir/mam, my grandfather was a freedom fighter and he got 12 acer land from gov of India as a gift. But someone transfer that land by cheating. As per my knowledge such land cant be transfer. Sir is there any legal procedure to get it back. Plz rply thanks...
