Mental harassment at workplace

Dear Sir, 

My friend (lady) during the office hours was checking her phone when it buzzed suspecting it to be a message from her husband who was sick at home.

She found it was an email and got back to work immediately.

The director of the company who saw it immediately made noise to call her and started shouting at her in front of other employees blaming her of using phone to text/ chat during office hours.

She clearly denied it and offered him to verify her phone to confirm, but he declined and continued to blame her continuously.

He picked up on her even the next day, she told him clearly she had not and he walked away still arguing that she did use her phone.

She informed me that he has a tendency to be arrogant with ladies who would not co-operate with being very friendly to him.

As she chose not to keep quiet like other colleagues, she informed about this incident and her plight at work to the available HR who inturn spoke to another director2.

Director2 informed the HR to investigate her first.

During meeting with the HR (2 males only), she was questioned like s*xual harassment and related.

She was very upset about the meeting.

Next day the director2 came to office but got very busy to find time to talk to her throughout the shift and asked her to wait after the shift for discussion.

She concerned about her husband, informed the HR and left telling she had reach home at the earliest after the shift as her husband was sick and needed attention.

The next day, the other director called her for a meeting and though he agreed and acknowledged her of the incident, chose to blame her for not calling him over the phone to report the issue immediately.

He was upset with her for even bringing up the issue.

He informed that he will take care of this issue and assured it would not repeat, and she should forget about the incident hereof.

Now she is concerned what to do, as he does not stick to his words and least bothered about asking the director who harassed her to atleast apologise to her.

The email to her from HR states that "incidents will  not  bound to  happen , in case if it persists  then  it will be taken care off "

"I just wanted to  inform that *****  has  addressed all your queries  clearly & with this the case stands closed ".

Few things to be noted ...

There are no CCTV cameras inside the office to prove her claims.

The HR policies has not been shared with her for the last 8 months from the time she has joined the company.

There is no committee consisting of ladies to discuss about her issue.

The bossism is strong that the director says she has to agree and accept whatever decision he takes.

If she feels that she has been meted out with discriminating gender biased  treatment and is hurt over it due to non cooperation from the management to address her grievance, she may take the help of some women NGO to take up her issue with the management and further with law enforcing authority if the management is not responding properly.
