Hello Respected Lawyers,

I am want to ask some questions to you, firstly, that is there any law where the accusation of accused is not investigated and merely on the basis of complaint the punishment is given , I am particular about a case of ragging.

There is no such law. The defence of the accused has also be considered in full with all seriousness. In fact, if the accused is in a position to raise only some doubt about the prosecution (i.e., complainant's) version, he gets benefit of doubt.
