I learnt that Revenue Stamp is not need to affix if the payment is made below Rs.5000/- and it is recently amended from Rs.500 to Rs.5000/-

Yes, the amendment is dated 10/09/2004. Ref Tamilnadu Governement gazette Extroridinary No 280 dated 04/11/2004
