If your complaint is not converted to FIR then simply you file one another complaint to higher police authorities and thereafter approach the nearest Magistrate court and file private complaint U/S. 156[3] of the Criminal procedure code... it works...court will issue directions to the police to register the FIR....

If you complaint still remains unattended, seek direction from JM court to investigate the matter and file FIR, under section 156(3) crpc.
