Builder responsibilities khatha for apartments in bangalore

Hi

Is there any specific Act/Law that talks about builder responsibilities in getting Khatha for individual apartment owners in Karnataka(Bangalore).

The BBMP asks for a bifurcation document(Khatha of the entire undivided land) as a pre-requisite to apply for individual apartment khathas. It also mentions that this may be obtained from the builder. However very often the builders do not provide this document to apartment owners.

What can the apartment owners do in such a scenario. Can they initiate legal actions against the builder under any specific sections?

For Khatha one copy of the undivided khatha of the entire building will be sufficient to the corporation authorities based on which they can issue individual khatha to individual apartment owners and also can mutate the properties accordingly.
