you can not ask for the record of a pending case under RTI Act, and if u r not party to the case, then u can not even have certified copy of any of the document of the pending case.

You can,t ask certified copies of pending cases if you are not party to said case. But there is provision third person can ask for certified copies with the permission of court ,you file application ,supported by affidavit tha you will not use for illegal purpose.

'Whether copy of records in relation to pending matters at District Court and courts Sub ordinate to it can be asked under RTI act '. - please try. if you have any interest (financial or other), on the matter then you have lucas standi to interfere into the case. in case of public intarest, you also may be allowed. you have to file a petition in this respect.

'What is a procedure ?'  - in lieu of rti, file a petition showing your grounds, with grounds & cause of action.

'How Much fees to be paid?' - for rti it is rs.10; for submitting a petition-consult an advocate of your local area.

'Whether reason needs to be mentioned on application.' - if it is rti please do not mention any reason; as a citizen of india, you have the right to have it. in case of a petition filed, grounds and cause of action is must.

you collect a copy of rti 2005; available in net also.
