Scope of judgment

!0 pre-2002 retired employees of  a Nationalised Bank have approached SC for extending enhanced DA on Basic Pension to them also which has been wrongfully extended only to persons retired after 2002.  However if verdict comes in pesioners favour it would benfit more than 10000 pre-2002 pensioners. Now the query is:

1. Whether there is any law that can extend benefit  to all affected parties and not just litigants?

2. Is it necessary that all 10000 pensioners have to implead with these 10 litigants to get benefit?

1.  AFTER the verdict is pronounced.  And to make the verdict applicable to all the intending beneficiaries, a Public Interest Litigation (PIL) may be filed, before the SC, and pray accordingly.


2.  The PIL can be filed by any ONE of the affected party or by a non-affected party.
