Dr Siva Kumar.

Under The Passport Act & Rules, the details of the passport holder is confidential and cannot be revealed to unrelated third parties except in case of a request of an official who holds a public office and where it is necessary to know the whereabouts of such person, the information can be divulged.

Under Article 4 (1) (b) (xvi) of the Right to Information Act, 2005

Passport is certainly not one of them. The address may be fake, the fellow must have disappeared. Get his residential address first and contact police.
