Can a government employee be restricted to get the benefit of selection grade pay scale on completion of 9 years of service just because of pending a criminal case U/S 498A/506 IPC and 3/4 of dowry prohibition act ( no departmental inquiry pending) and even in that criminal case the employee has been bailed out and proceeding pending learned court below pursuant the above mentioned case has also been stayed bu HC U/S 482.
