Security not refunded by college

Respected Sir/Madam,

When  i took admission in the engineering college a security money of Rs. 5000 is charged by the collegge which is refunded after the completion of degree but now when we completed the degree they are gi ving only Rs.1400. What can we done against it so that we obtain the full security money.
 Please help the stuents as many students are suffering from it.
