I was reading state amendments to DP ACT. some states have reduced maximum punishment for section 3 to even 6 months. For example Bihar, Punjab as described in above link.
My question: I have seen many judgements of these states in which h'ble court has given punishment much greater than what is written in state amendment. if state courts doesn't follow state amendments then what is purpose of this state amendment? in most cases it seems that even state courts follow DP ACT (CENTRAL). does state amendments have any significance in that state?
