Recollection of home rent advance

Hi,

First of all i don't know much of the law procedure/category. I have a simple query here. Where/whom do i need to file a case/approach against my previoius home owner who is neglecting/avoiding in paying back my partial Home Rent advance, which i had kept as deposit while taking the house on rent.
