Builder elevation

I purchased a flat from a builder. It is now completed. The builder hasnt provided any shading/covering for balconies. They are open from 3 sides and when it rains we cant stand in the balcony . If we want to put a shade he says elevation will get affected and it is mentioned in the agreement that elevation changes are not allowed. Now if rain water is hitting my balcony is there a health and safety clause that I can raise legally and get my balcony fully covered. I dont mind paying from my pocket to get this done.

The builder even if he does wants to cover it partially which is of no use.Please clarify.

kindly let me know whether the society has been created and registered or not???? if yes, then builder has no role in the society affairs.

you may also put temporary shade which is removable and useful during rainy season.
