An officer of the Cantonment board recently found to have given his official vehicle to drop someone, but the driver was not the authorised driver and the officer not being present in the vehicle yet the vehicle red light was on. what section from what / which act will this matter be applicable.please explain

Even if you complained to any higher officer, those people protect that officer, who misused his office vehicle.
