Medical facilities from which source?

You can't get best of both the worlds. Details missing.

Medical facilties cannot be denied by anyone as they are an essential ingredient of Right to Life. But what is LFC?

It is believed that you want to know whether your employed parent/spouse.... can add your name in list of dependent family member for availing mediclaim facility from their employer.

However please provide details.

A student is as dependent even he or she earn million dollars a day. You can get all benefits that dependents get.

I am a bank employee. LFC means leave fare concessions. my son is doing PHD with a fellowhip of Rs.16000/-

My question is whether Fellowship may be  treated as Income.

You are still not clear with facts.  You are not stating whether you are employed in Govt bank. If it is a Govt bank they may be generally following the Govt pattern with minor variation and you need to check the departmental circulars. Your son in receipt of stipend and no pay.  Normally he appears to be dependent.  In this case the fellowship is of Rs 16000/0 which is much more than the sallary of may persons. The bank may perhaps be justified in adopting different yardstick.  However if the stipend is so high then it appears that the study expenditure (for whose off set the stipend is) may also be correspondingly high.  In such case efen such high stipend/scholarship may not be an income.
