I am Deputy Registrar in a UGC recognized university with over 07 years permanent service. I have cleared my probation after completion of one year of service. Now, I want to apply for the same position in some other University because of some unavoidable circumstances. My present employer has refused to provide me the NOC nor do they agree to forward my application through proper channel despite several reminders. Article pertaining to forwarding of application through proper channel/submission of NOC at the time of interview was very informative, however, I wonder if I could get the Delhi high court judgment dated 22.3.1982 in CWP No. 392 of 1982 cited in the case of Dr. Miss. Subhash Koushal Vs State of Punjab and Others II-LLJ1982. I would appreciate if any would on the forum can provide copies of Hon’ble Supreme Court/High Court Judgments pertaining to the issue discussed above.
