can a power of attorney holder can sue the third person in court?

property case is filled by a power of attorney holder on behalf of a widow in civil court regarding a land which is on the name of late husband of widow.

so widow is not legal owner of said land. and also she is not first wife of husband

can she grant power to power of attorney holder to sue third person and claim ownership on land in court?

can court consider this type of case or reject as being technically wrong.(how can person grants PoA to someone regarding property which itself is not on name of person)

plz help.
