Unless there is a specific law prohibiting outsiders from purchasing land, anybody can purchase land anywhere. In Andhra Pradesh to the best of my memory, there are no such laws.

Land laws are State subject which differ from a State to another.
It is better to consult and engage a local prudent lawyer for appreciation of facts and professional advise in your interest.
