Is Forwarding of Employment Applications Through Proper Channel / Submission of NOC at the time of Interview in CPSUs from CPSU employee necessary when it is not insisted upon Private Sector Employee?

I'm an IIT-graduate with LLB(Professional) and currently employed in a Central PSU. I would like to speak to you, regards certain DPE OM's you have mentioned in the above post of yours. I wish to secure the circular which states (clarifies) that forwarding is only required in those cases where the employee is bound by a bond.

is forwarding the application and getting NOC the same thing?

Your service at state government.shall be afresh, but the central services shall count for pensionary and othr benefits.
