Who could present sale deed before the registrar?

For a property in dispute, my father says that he and his father have signed the sale deed about 40 years ago. This sale deed was registered. His father (my grand father) passed away later.

My father says that he signed on the sale deed at home but never gone to sub-registrar office for any signatures. Now the query is who can present the sale deed before sub-registrar in the olden days, say around 40 years ago. Is it possible just my grandfather went to sub-registrar office and got sale deed registered? Can the deed be registered without my father going to sub-registrar office.
