job transfer after death of depender

The caption you have put to your query itself is wrong. There is no concept of transfer of jobs at all anywhere. Shri Om Prakash explained very well and be guided accordingly.

Which department the lady was working and what was her job as you have mentioned it in your own language stating it to be "Mpeb" ?

You have asked for  job transfer after death of depender, which is vague and ambigous.

Brother can never be dependant of a sister, whereas father is stated to be doing some work. Working father and his wife is also not dependant of deceased employee.

Presumably the employee was unmarried, isn't it ? If so, no in-laws or her LR from that side.

None of you have any claim or right for consideration of a compassainate appointment even if entire family was dependant on the salary of the employee who is stated to have been died. 

It is impossible that a brother is dependent on his sister.
